I am an ex-petco employee. There are lists that petco will have from their vendor of fish they can order. They can put in the request to get the fish, and if the supplier has it, they will send it. On east coast at least, the main supplier is sunpet based in florida. More often than not the vendor would not have the fish people asked me for. I don't remember ever seeing pea puffers available from sunpet, but hey maybe. Or, if you are not on the east coast, they may use a different vendor.
Also yes it is important to ask the person who does the ordering. Chances are if you ask a random employee it will never make it back to whoever does the orders. I I know that I had to hound the manager if I wanted a fish ordered for myself personally, and customers' orders were often written down and forgotten about by most employees who aren't paid enough to care very much.

also former petco employee but working in the southwest. We could order from segrest, but only if the order was high enough in value. They wouldn't accept it for 1-2 fish because shipping costs didn't make it worth it. I do also know that *some* petco's up in new england can order from segrest as well.
