It's a live, healthy, Chiense Crested Dog. I got no problems with it. If it was a mutilated dog, or a dead/decayed dog, or an abused dog, then I would be right up there with ya, but it's not (I'm sure it lives like royalty, as famous as it is)

Actually, if I remember correctly, that dog has been dead for some time now (so by now, I'm pretty sure it is pretty well decayed).

Oh and also, the deformity is a result of poor breeding. I think that is the result of breeding chinese cresteds with chihuahuas (I saw a show about them on animal planet a while back).

Here's Elwood, he's got the same deformity (and I think he's owned by the same person as the one in Kflem's avatar). He isn't quite as ugly, though.
