Well its made up hydrocarbons, I knew that, and so are fuels for cars. And I know gasoline kills other organisms. However it is water repelling. So doesn't this mean that if water can't penetrate it, it can't give off anything harmfull to the water ending up in the inhabitants?

The second one is about a mollusk study but same concept, both water creatures and all. I couldn't find anything on petroleum jelly specifically but maybe that will help? Personally I'd err on the side of caution, if anything its going to make a nasty slick that might gum up the gills and make their lamella stick together should your fish surface at all.
