My grandfather had cheap heater 3 years ago. Long story short all fish dead + he was shocked with eletricity. Now he had jager heater. Working fine.

Plenty of Jager heaters have failed in the ON position, as have pretty much all brands over the years. This issue is a bit more serious, there has already been one case of an electrical shortage resulting in fire.
Moral of the story:
No matter the brand of heater, set it up in conjunction with a heat controller, use a power strip, and set up all electrical cords with a drip loop method. Turn off or unplug power strip during maintenance, or whenever you have to put your hand/arm into the water.
Not that that's a 100% safeguard, but will greatly increase safety for you and your fish

To truly safeguard ones system, add protection from a GFCI outlet, via a GFCI power bar, wall receptacle, or breaker, and add a grounding probe to your tank. Then make sure to check that GFCI system on a regular basis.
