I can advize taking image resizer powertoy for windows xp_free for download here.
It let's you right click the image you want to resize and click resize and it makes a smaller version in the same directory.

You know, of course, that you already have a resizing program other then MSPaint? You can right-click on any pic and select "copy to mail". In the email block, right-click on the pic again and select "resize image". Then select the percentage you want to shrink or enlarge the pic to. After that, right-click on the pic once more and select "save as".
