Is that red in his tail and fins? Could be a ZZ red dragon. Need a better pic with better light to show his colors.

It will be a nice fish , it has the flowers and the nice red potential , Im not sure about the head  , try increasing the heat to 29C  it will show up in a week or too , if it has the potential.
