weird question but are these legal in England?

at the moment only the northern snakehead is banned in the uk without permit. BUT they are up for consideration for all species to be banned and could come in force as soon as this august ,due to them being potential carriers of the koi virus along with all spiny eels and others , so now is the time to buy them while there still legal , if the ban goes through not only will they become very hard to get hold off but the prices will skyrocket when you do find them
