Just tested my tap water today, ph was about 8.2-8.4, the kh was alkaline and the water is hard. Will angelfish and pictus be able to adapt to a high ph or should I invest in a RODI system?

Fish are used to a lower ph. Can try adding tannins to the tank and see if the fish tolerate if not then invest in RODI.
Domestic strains of angels will be fine too. No issue with keeping both in local hard alkaline water pH 7.8-8.2.
You should be able to slowly acclimate them. But just a spit ball guess sans any additional data.
