I'm guessing, but big angelfish probably wouldn't fit in their mouths. Black Skirts would.
If you are going to breed the toads, though, you should know that angels will meticulously hunt down and eat any shrimp in their tank (personal experience), that is what they do in the wild - hunt little things hiding in the plants. I would think they would eat all the toadlets pretty quickly.

Do you think a angelfish and some larger black skirt tetras would work?

I do believe they should be fine. They will be too large to eat. I would avoid neon tetras and smaller fish like that.
