Have you ever meet people that keep a dog chained up? I have. On a daily basis. And the only "attention" these people give their dogs is when they need to feed them, give them water or yell at them for breaking free. This is the typical keepadogchainedup owner. You can dispute that when you've worked were I work. But this is typical, which is why I said "probably" in most of my statements.

I don't disagree that too many people treat dogs in the fashion you described. But you used the words "I'm sure" as many times as the word "probably". And to answer your question, yes I've met people who chain up dogs. In fact I'm one of them. My dog is on a chain a few times a day. Attached our a couple pics of my dog playing on the beach last year on our vacation. He goes with us on vacations. In fact this was 10 months after he had surgery for a torn ligament that cost me thousands. Not quite the picture you painted of a chained dog. Again, not saying there aren't the scenarios you suggest. But not all are.
