Plagued by green water...

Ok guys.. I have a 125g tank that I'm having issues with green water.. I have a 9w UV sterilizer (just changed the bulb), I know 9w is not enough for a 125g but it has to help some. I also have a lot of duckweed and frogbit as well as some of the bulbs you buy from walmart. I checked my water Saturday prior to doing a water change and my nitrates were under 5. I'm baffled.. what could be causing the green water? I do keep the lights on for 8-10 hours a day but with nitrates under 5 shouldn't the green water be starved and go away?
 
Any direct sunlight on the tank? I only have my lights on my tanks less than 4 hours per day, 125 & 150
 
Very little... I do keep the lights on for 8-10 hours a day but I have read that is what it needs to be on planted tanks.

I just tested the water again. Ammonia 0, Nitrite 0, Nitrate 5
 
My 100 gallon tank had the same problem before but not until i changed my filter from 2 power filter to just 1 canister filter (Fluval 404).

WC's are 50% once a week.

The green water is nothing like that, just to the point that it has an annoying green tint when you look in the water.
 
Most aquarium glass are tinted green..? maybe free floating algae in the column..? Does it decease after a LG wc?
