Definately more filtration with the fish you are planning on keeping. If you are not going to go the sump method I suggest that you put a big powerhead in the tank and run a RUGF, that is if you are going to use gravel. If not more canisters are in order.
 
So would 2 eheim professional 3 filters definatly not be enough for the fish I want to keep? What would I need to use as filtration?
 
THe eheims are £500 together which is $886.4. For some reson I have always wanted to get a wet/dry filter to see how they work and how good they are. If I could get one of those in the UK I would probably get one of those.

If you add an undergravel filter strip that covers 1/2 the tank bottom and a couple of powerheads to what you plan you will find that it really helps. I always do this and have had good results, esp. if you have a filter fail overnight. I dont know how practical that is with the rays though as I have never kept them. It is a cheap supplemental filtration system. I also don't know if the fw cudas are a good idea as the aro will eventually try them out as snack food.
 
Yeah I dont think the stingray would like a UG filter. Also if I order one of those wet/dry filters from the usa wont the media be hard to replace everytime I need to change it?
