Man, I can't believe that acid didn't do the trick. Maybe it's time to throw in the towel and install a 3D background?

Sand it with a buffer a very fine sand it will scratch the glass though

Good point, but I'm positive it is from one of those adhesive backgrounds stuck to the back of the tank and it was left on for years with hard water seeping in between. It is a translucent film.

Try a hammer, only use 45 degree angles!
