If the jaw doesn't go back on its own and you are not able to put it back, make some calls and take it to a vet that knows fish.

If it still aint right, Take it out. And lay it in a polybox lid. It should lie still. Use finger to as a hook, and extend out mouth and it should pop back in. But do it at your risk, ifs it's already broken then it could make it worse. I took a chance by doing it to one of my old tigers thathad the same thing u describe few years back, where it's jaw was always sticking out.
