Absolutely not an oxygenation issue. Bubbles don’t oxygenate the water, movement that breaks the surface tension is where O2 exchange takes place.
Could it have tried to jump out and got damaged but the cover glasses? If not, this fish has been sick and struggling for a long time. The right gill plate is missing/rotted out. Fins don’t have white discoloration so it doesn’t look like ammonia burns.
Are there any tank mates or recent additions?
Do you feed live feeders? If so do you quarantine/treat them first?
I agree w Midwater Midwater with telling us about your water parameters and water change schedule.
This fish is not going to tolerate aggressive treatment. I would start with salt @ 1tbsp/5gals and keep the water very clean w frequent water changes. If it were me I’d do a 50% water change to reduce the bacterial load in the water column, add the salt, and then 25% every other day for 2 weeks replacing the salt w each change.
