you say nitrites are high but not lethal any level of nitrites can be deadly. You also say ammonia is safe if its not at zero all of the time its not safe. What are the readings exactly, If you have nitrites I dont see how you have nitrates. If you are using strips I would throw them out they are very in accurate you may want to get a better test kit.

His tank hasn't cycled yet. Just my opinion.

Ammonia needs to be 0, nitrites need to be 0 and then nitrates should be less than 50, under 25 is better.

yeah,it would be a good idea to cycle your tank first.it takes 6 weeks to cycle unless you use the cycling product that they have in pet stores.you should stick with more hardy fish in the begining and then get harder fish later
