What are the readings exactly, If you have nitrites I dont see how you have nitrates. If you are using strips I would throw them out they are very in accurate you may want to get a better test kit.
His tank hasn't cycled yet. Just my opinion.
Ammonia needs to be 0, nitrites need to be 0 and then nitrates should be less than 50, under 25 is better.
