Did you dechlorinate your water before adding it in during the water change?
Too many things were screwed up about the tank. Ammonia, PH, size.... maybe temperature, toxins and amount of dissolved oxygen too.
Set up the tank, and solve all the problems over a month with a starter fish, before thinking about another ray.
