Pleco not growing?

I added 4 algae wafers and he has not touched him. The water is a bit cloudy. I will do a water change tomorrow. It is a double steel stand with 2 40s and he is on the bottom. Originally the fish that are in the bottom were in the top tank and the goldfish that were in the bottom tank got moved outside so i drained the top tank since it had green water and moved the lionheads and the pleco to the bottom. My old marineland light got corroded and stopped working. The 1 light usually lights up both tanks. I am going to refill the top tank and get a blood parrot cichlid. There is this large one that somebody dropped off at the LFS that needs a new home that i like a lot. I am also going to get a new light. I am going to get a 75ft python water changer in like a week and that should help with water changes. I have been busy this year and i have neglected doing water changes.
 
Get a veggie clip and cut a piece of cucumber. Mine wouldn't eat anything either so I tied that and now he eats it every time.
 
If you water looks cloudy it could be more of a water quality issue, so get on the water changes but plecs are pretty resilient and should bounce back
