Not always. Craigslist does have some good deals out there, but you would have to be patient. If you don't want to wait, then a plywood tank could be done fairly cheaply, but you need to be creative. Drylok has been proven for long term durability, but a few years ago I made a 6x2x2 180G pretty cheaply.

$60 for plywood
$29 for 1G can of drylok
$25 for deck screws(had many left over)
$16 for 4 tubes of silicone
$0 for glass(took a part a 55G to use as the front windows)

$130 is pretty cheap for a tank that size, but how long it will last is anyone's guess...
