Our local fish store does not test water. Would changing water help


Yes do a water change but less than half. Do small water changes every other day. Do you know if they use Chlorine or Chloramine at the water treatment plant where you live. If yes you will need to add dechlorinator to the tap water during water changes.

It's quite likely if your tank's water parameters aren't good.

a) Where do you get your tank water from, tap or well? If tap did you use de-chlorinator/water conditioner (like Arowana Guard) as tlindsey inquires?
b) Is your tank cycled? How long was the water in the tank before you added the silver?

The water is from a well. I added the silver when I bought the tank. I added him last December. I did put some water from my old tank to the new tank. But it was staying fine until now. We do have canister filter with a uv light. About a week ago my father decided to turn of the uv light. A few days after that this happened. It also has a cloud eye.

I did use the arowana guard
 
That's good you have well water, so that's likely not what's causing your current issues (though still good to use the Arowana Guard in case your well has some impurities or heavy metals).

However, putting water from an old tank into a new tank does absolutely nothing for your cycle/establishing beneficial bacteria -- you need to bring over some established bio-media from the old tank's filter, or a sponge filter or even some decorations or gravel.

So I'm guessing that your tank isn't adequately cycled and ammonia/nitrite levels could be fluctuating, causing the problems/stress you're seeing.

Would suggest to do frequent water changes (adding some salt as kno4te advises) -- and some way or another (online?) get a water test kit ASAP, it's vital esp. in these situations.

One more thing: I personally wouldn't turn on the UV until after your cycle is better established and the beneficial bacteria are more properly seeded and colonized on bio media and tank surfaces.
