Plz ID this eel for me?

It's most definately not a weather loach.

It's some kind of Pangio. There's several different species besides Pangio kuhli, some aren't common or are even nonexistant in the aquarium trade.

Well, I suppose it could be....but it would be the skinniest most underfed one I've ever seen.
 
I would guess a few inches long, a lot like kuhli loaches.
I'm not sure whether any of the other pangio species get much bigger or not, I don't believe so.

Chances are good of it being anything I suppose since most Pangio species are wildcaught.

Unfortunately there aren't many available pics of most of the species, except for kuhli loaches, the couple that you named and a few others. Many of them look extremely similar, so I'm not sure that anyone but someone that specializes in loaches or has a really good identification book would have an easy time identifying them.
Even then a picture may not be enough to make a valid identification unless it's a distinctly colored/patterned species.
Even some of the ones sold as kuhli loaches aren't kuhlis, at one time I had one that appeared to be a Pangio agma rather than a Pangio kuhli. They look almost identical.
