Some fish are smarter than others, and bichirs are pretty dumb. More complex behavior is often attributed to a larger telencephalon and/or cerebellum. Cichlids are pretty smart, but generally reef fishes are the most intelligent. Some notably smart fishes include triggers, puffers, and groupers. However some mormyrids have a larger brain-to-bodyweight ratio than humans but it's mostly devoted to electrosensory and electroproduction systems. Goldfish and catfish brains are specialized for chemoreception. So lower "intelligence" doesn't always mean a fish is brainless.
