A snapper will not want to hunt down healthy baby ducks. They are, as you've notice, elusive, ambush type hunters that wait for the food to come to them. Throw some bass in there and feed them minnows, jumbo crickets, etc., not ducklings. There are plenty of things that can go into that pond and will be fun to feed.
