Not getting one in the first place?

Lower water level. Bury the fence a few inches in the ground, turtles dig.

give them a place to hide perhaps predators are eating some of them? if not try burying the fence as deep as possible they can dig very well

i havent seen a hawk or crane for who knows how long i have koi in the pond too and they would dissapear but for about two years they havent dissapeared my last turtle dissapeared about two years ago

In order to keep turtles outside sucessfully you absolutley need a escape proof fence and also your pond needs to suit their needs, maybe the turts that escaped were females because they didnt have a apropriate place to lay their eggs. A outdoor enclosure must allow for egg laying places, shade and sun on the water and outside the water, water deep enough so to allow a good termal gradient and if there is racoons, cats, etc in your area, protecion from predators. A simple bamboo fence wont stop them.
