The water level looks pretty low, you think they'd be able to climb out of there?

Couple years ago, 2 cooter turtles (babies) found my pond . They spent the summer then left. Last year 2 baby red ears showed up (why do they travel in pairs ?) . They were back this spring ,only a little bigger. One got to 5", the other to 4", good diet of Koi pellets, swordtails , tadploes and anything else they can catch. Traded one to a pet shop last week. I also move out a few bull frogs each year. I don't want to know what they eat.
Snakes will empty the pond of smaller fish like swords and mollies; They cleaned out my two smaller ponds/tubs (110 g and 350g) this year. I killed a yellow belly water snake last year after he ate a large number of baby koi ; and a green snake afew years ago for the same reason. I leave the copperheads ,hog nose ,and corals because they don't eat fish.
My point is turtles like ponds.free food and no predators; why need a fence ?
