Well the mangshans would be for the entire clutch. Still not a bad deal but it's not an unbelievable one. The Albino EDB was offered in exchange for a pair or green ones.
 
It would be better if the mangshans were just for a pair. I would say you should estimate how much all of them would go for in cash, and see if you could buy the mangshan with that.

The average litter size is 10-12 young, so I'd say the entire litter is probably going to be in the $1500 to $2000 range if they're all nice greens (mom & dad look great, so the babies definitely should); the price goes up considerably if there are some yellows or other colors in there. I'd say a Mangshan viper is only worth around $2500 & an albino EDB is around $1800 if the prices I've come across are used as a reference. With that considered, the albino eastern diamondback is certainly the best deal money-wise while the Mangshan viper could end up losing you money if you get a bunch of yellows & other colors besides green.

Florida has some very strict laws regarding venomous reptiles, so I would imagine that the issues lies in the laws rather than the logistics of sending them; PA has next to no state laws regarding venomous reptiles besides native ones, so there are no issues on our end as long as it's all legal on his end.

These are eyelash vipers (Bothriechis schlegelii).
