just plug the heater and pump in at your neighbors house!
or
a generator ran on bio diesel
 
If you run a sump on your tank, you can rig up and old car alternater to be ran off the flowing water of your over flow. This in turn could charge a 12v car battery. Get an inverter and you can run the heater off the car battery.
