Rainbow wolfish gets about 6 inches (so will fit in 29 gal), breathes air, and is definitely a chaser. Think some species of pike characins breath air, and may be small enough to fit in a 29 gallon. Don't know why you want those specification, but there you go.

I have to disagree with the size of a rainbow wolf...
They commonly get to around 8" and the one I have is pushing 10"
So a 29 gallon is a bit too small

I'm curious why you are so concerned with this combination of traits? Why no puffers? Why breath air? What do you mean by "chaser"?

Shellies would be perfect, Lamprologus ocellatus would be his best bet for the "chaser" characteristic he so desires.
Plus, Lamp. ocellatus come a couple different color forms and are fairly common. On top of that they have a good personality as well.
