Predatory characin for a 20 long?

Does it exist? i just need something that will eat bugs off the surface

How big are the bugs in question?
Most tetras probably would but most of the more predatory guys probably won’t fit in there. A single exodon would be good in a 20L but not much a of a display fish without a shoal.
Hatchetfish could be a good option.
Maybe look into some killifish species?

Maybe look into sailfin tetras? They get a considerable size and have a large mouth.
