Problems with fish room.

Hello; Having dealt with smell issues from time to time over many years, I have found they can be pesky if not properly addressed. My suggestions were based on the notion that you need to impress the parents now in order to be allowed to keep your critters in the new place.
A mini fridge is a start.
Thou you have not posted the info (perhaps i missed it), it appears that the house/basement cannot be opened up and aired out. This should help until the house must be closed up. Not an option in winter.
An air exchanger, air conditioner, RC unit and other equipment may help some. My guess is that such equipment will only go so far if the underlying issues are not addressed.
Assuming that you do not make some serious changes in the animals and foods that you keep, then perhaps being very dilligent in cleaning tanks and keeping them fresh may help some.

I am pretty sure its occurring because of the food and turtle tanks cant have glass above so lots of humid air is getting out then sitting still. nothing to do with the animals his keeping.

Just try a fan you have laying around and see if the stink goes away after 4-5 hours of constant air movement. then we can at least tick stale air off the list.
 
I do have 3 windows in my basement. I don't know which brand of R/C or a dehumidifier I should get.

As for tank quality. I keep my fish tank clean. It only happened once. All fishtanks no matter how clean will smell of something. To me I don't pick up on minute odors but my family does.

Hello; For a couple of decades I thought a noteable odor was par for the fish tank experence. I eventualy have been able to reduce this to a very minimal level. Almost to the point of no odor. I just checked my my currently longest running tank, about two years since moving to the new house, and there is a faint odor if I get my nose right down near the water. The odor is not at all foul.
I have gone to a generally light stocking density for some years now and a light feeding schedule. I also tend keep my tanks some what densely planted which probably helps.
If you can keep the basement windows open all the time during the warm months, this should help.
I saw a unit at an HH Greg that was an AC, a heat pump and a dehumidifier all in one. It had a length of flexable ducting with a fitting that can be placed in a window. It was around $360.00 at a Tennessee store. Had I known about these last fall, i may have gone with one instead of the dehumidifier I got at Wal-mart.
