IMO, if you're going to keep an Oscar, or any other fish that poops a lot, you should have test kits. How do you know if you're doing enough water changes to keep up with bioload if you don't test?

Also, the white rocks reflect the bright light back up at him, so he's got it coming from both top and bottom. Can't be fun. Try to just get a lower wattage bulb for your fixture. Plant lights are more yellow than white or blue, and I think fish don't get so stressed under a more natural-colored light.

Also, remember that unless you have your tank planted, you really don't need the light at all. He obviously doesn't like it, so I wouldn't leave it on all day -- I have a lot of which only get the light turned on once a week so I can see when I clean. Most of the time, natural lighting or room lighting is going to be enough to see the fish.
 
alright i'm going to remove the white rocks replace them with black, and replace the bulb to a lower wattage
