public aquarium illegal fish

public aquariums and research facilities can house illegal fish right?
cuz an aquarium up here has 3ft (?) Super Red Arowana.
unfortunately, hes in like a 6 foot tank. its crystal clear and fish are healthy, but there isnt enough room.
(Off topic, but they also have a Lungfish in a tank with about 6'' of free room when outstretches, a few Bamboo Sharks in a 55g, mammoth Electric Eel in an 8ft tank. all are clean and healthy but...come on...)
 
For educational and scientific purposes, the government can grant permits for those very reasons, just not for private aquaria for the most part.
 
As far as I know there is a group that you bring conserns up to about the care of animals in zoos and aquariums, I am not sure of he name of hand, But if you PM "zoodiver" he can help you out.
 
Private owners can get permits...at least in cali (that's what I heard)

man, so I guess if you have a permit it's ok to keep them in tanks much too small for there size. what a crock!
 
The thing about the Brooklyn Aquarium is that from what I've seen it is more oriented toward marine fish. Not realy much freshwater, and maybe they just don't know that much about freshwater fish
