public aquarium illegal fish

I've seen this fish a few years back. I think its been there a very long time and its still alive. Those biologist there do know what they are doing.

It was pretty active. Always swimming around.
 
I really have no problem with such places keeping restricted animals for display but such a place has no excuse for not housing these animals properly.Also there should be some type of sign near the tank explaining the animals status and how it came to arrive at the aquarium.If they cant use their resources to care for the fish properly then where is their credibility as a professional organization.The fish may as well have been left with the person that it was taken from in the first place,at least they paid for it.
