Might be worth posting in the WTS section or something, and see if you can find someone who can rehome him.

We have a massive amount of responsible fishkeepers here who could rehome him, they just need to know about it :)

Even if just temporarily.

If it was me I would move him somewhere and tell them it died or something, then take it back in a couple of months time.

Law is very different here, if a law is passed like this it would mean you cant keap fish from the date of the law, but any fish from before the date of the law would be OK.

Aloit of laws here like that, most notable are car laws with exhaust noise etc, cars before the date are exempt from the new law.
 
The DEC has made it very obvious that this all about them having power over you and your family. They obviously enjoy hurting you and your family by making you live in a constant state of fear and anxiety over what they might do and when they might do it. They know that you wanted them to pick up Rocky while your child was at school to protect him, so now they are telling you that they will come whenever they decide to, hence, the threat, you cannot protect your 9 year old child from us, only we have the power to decide if your child gets hurt or not. I would contact my local civil liberties union. If you are going to pay a lawyer, pay one that is willing to go after them for the pain and suffering they have caused you and your family. The DEC have proved themselves grossly incompetent, we will not pick this fish up today because we don't want bad media attention, we are willing to risk this fish getting loose, marching accross the state of New York destroying all of the fish stock, cattle and anything else that crosses his path. There is not a judge in this country that would not see what is wrong with that and if there is at the state level then I would appeal to the highest courts in this country. What do you think Judge Judy would say about all of this?
 
Judge Judy is awesome, no messing with her.

But yeah this whole affair is beyond belief.
