That's a sweet puffer. I'd start increasing the salt 0.0002 per weekly water change. Make sure you mix the salt a good 12 hours before addding to the tank. What size of a tank is it in? I have a Ceylon puffer (brackish to full marine) that is about 8" and is in a 55 gal. Good size for it. I believe the one you have grows a lot bigger.
 
Yeah, unfortunately the suppliers just toss them into FW, since they will tolerate those conditions & it's easier for the LFS to sell more of them that way.

thanks, I always add salt every water chance, and base on the info, the one I hv can grow up to 40 cm, thought I'm not to sure still, regarding the BW/FW, the puffer has been kept in a FW tank for quite sometimes in the lfs.
Mine is adapting quiet well so far, greedy I think, I always see him eating all the time, so I reduce the amount of food I give him.
Currently its in my 70g tank, and will be moved into 150g tank in the future.
