puffers that stay light brackish?

well right now i have a knight goby im going to transfer over and i mainly want to keep some level of plants(so no scats lol), java fern, watter cabbage, sea grass if i can make it work, mangroves, whatever will handle the salt. I have yet to purchase the new bigger tank but it looks like im going to get a 125g from my friend.
im not sure what im going to stock yet but i want a puffer and archer fish for certain.
alot of other possibilites, sabae monos(if i can afford them), butterfly fish, green chromides, target fish,pipefish, livebears like guppy and molly, other gobies like dragon or the white cheek ones, climbing perch, four eyed fish, american flagfish, maybe colombian shark depending the size of fish i put in.
 
The Samurai Puffer maxes out at about 4 inches, would probably do better around 1.005, but you are going to have a hard time finding one. I have mine alone, so can't comment on getting along with other species, but I know someone that had two of them in a 10 gallon tank and they didn't fight. But mine is fairly aggressive, at about 2.5 inches it doesn't hesitate to go for my fingers whenever it gets a chance.

The saba gets anywhere from 6 to 10 inches depending upon the source that you read, has an undetermined salinity requirement (keeping mine at 1016 atm) and again keep mine alone and yet again are hard to find.

Leaving the F8 which is fairly easy to come across, will do well in your SG range and will probably do fine in your tank.

As for plants vals also do OK up to 1.005 ish also.
