Not ALL puffers are very territorial. Most are, not all.
 
Even the dwarf marine puffers will reach 4", which may not sound large, but the bioload hey produce is significant. 10 gal is too small.

Yep - Valentini Puffer (or saddled or saddleback puffer). I've had one for a few months now and love it. they get no more than 4", are not aggressive like other larger puffers, great tank mates for just about anything unless its an invert or very small. But for a 10 gal you won't have room for much else.
