Almost all electronic ballasts work on voltage from 110-277v so that shouldn't be an issue, amperage is drawn by the device not supplied. A 20a circuit has overload protection of 20a, if there is nothing drawing power on that circuit the circuit has 0a. Most likely scenario is that someone bought a box of these ballasts then quickly learned they are junk and threw the rest out.
