12"? Yeah MAYBE, I've never in my life seen a 12" pumpkinseed, they generally get 8" at the most.
If you're planning on doing plants then I would say a 55g so you have enough room for the plants and aquascaping and he'll still have room to swim around. Plus driftwood, substrate, plants and whatnot will cut down on your water volume a little bit.
IME, sunfish will mess up plants with fragile leaves. As long as you're doing some hardy plants like vals and stuff they won't even likely pay any attention to them at all. I haven't had any trouble with mine uprooting plants, though my bullhead is extremely good at that.
