PVC Pipe

See I see what you want to do,but IMO it be best to keep it above the substrate. Just put small 4-5" or so long PVC scattered in there the polys will be pretty much good as long as they can fit in the tubes. Anyways ya try and do something like in the pic I posted stuff like that usually works well for Botha eels and polys

I think you would be problematic as time goes on, why? You would like to see your bichir as view-able as possible, for the natural look, Bichirs don't hide in caves, but rather on wood lodgings or plants, as for the gulping air thing, it won't kill your bichir if they don't breath air right away for minutes but they will struggle to have a gulp and that would be a thing to consider why? Because they're gonna budge everything and anything to do it and it will destroy the set.
Cleaning also would be a thing to consider, if they do like to hang out inside the pvc pipe, they would and will poop at that spot and it will be hard to clean, it will mess up your water chemistry as well.
 
You could ziptie some plants the the PVC or put the PVC In a piece of horizontal driftwood
 
I have several pieces of pvc in my tank. To get a more natural look on the smaller segments I scuffed the surface then coated them with aquarium safe silicone and rolled them in sand and gravel. Once they cured I pushed them down in to the sand a little, arranged sine driftwood around them and it looks pretty good. The polys and cteno love them. They are 2.5 inch diameter I believe, and 3 inches long.
