just ask for PVC glue, they should point you in the direction of the glue/primer kit

Yes definatly debur every pipe edge an use PVC Cleaner/Primer first (only on the connections, Then PVC cement the connections an fit them together. Atleast thats the way I used to do it when I worked for my dad as a Plumbers "Aprentice". But you can get away with just using PVC cement only.
