I know with big plywoods people just have a pvc plug in the side to drain the tank/plug in a hose for water tanks, but for slightly smaller tanks would it be practical to have a plug that you could stick a python into for wcs? Only time I could see this being practical is for relatively smaller tanks if you have a python to use already and it's just convenient, but I'd like to hear other opinions. If anyone is confused I can make a diagram later.
 
Not sure exactly what you are asking, can you clarify? It sounds as if you want to drill tanks, install a bulkhead fitting and a ball valve so you can drain a tank to a preset level rather than using a hose over the rim of the tank.
