Agreed filter sounds big enough. Here are a few questions.

What is the ph? You need to use a fresh test kit and not dip strips, test at various times of the day at first. I assume it coud be crashing hence you trying to buffer, if the ph is going too low the bacteria will become dormant.
What is your Nitrate reading for tap water and for the tank, again do not use dip strips.
How do you clean the filter, i assume in old tank water and not under the tap?
How often do you do partial water changes and do you use a dechlorinator?

If you can answer these then we will build up a better picture.

- I don't have any ph test kit. Tomorrow will buy one for testing.
- Around 3 days before, I test nitrate result around 0-0.25 ppm, so I decide to clean the filter by bring out pumice stone out and wash by old water and drain all the water in the filter mat part, then just use tap water clean the sediment contamination at the bottom. I reduce the amount of frozen shrimp in half after cleaning filter. Today I test nitrate for three time at different time, the result become 0 ppm.
- I changes water once per week around 30% and I add microorganism that use in carp fish pond.

I ever produce diy protein skimmer for helping but not working at all. Yesterday I search for information for helping my pond, I found diy phoam phraxionator and still think that this thing will work and help my pond or not?

I use the dip sticks ok they are not 100% accurate but they are not that far out and will give you a good idea what the ph is
