Start doing water changes, 80ppm nitrate is really too high; if might be difficult, but needs must. You might also invest in products to convert the ammonia into ammonium while your tank establishes, those readings you provided seem off, unless there is zero ammonia?
There was very little ammonia - .5 - and they may be off by a little, I'm using a liquid test kit and it's hard to read the water sometimes. I've been treating and doing water changes and he's getting better but he's still not himself :( The med I was using is general cure by api and it's helped a lot. I just don't know what to treat my fish with when something happens :(
 
Hey, I have brought oscars back before with hole in the head. It's caused by the high nitrates due to insufficient water changes. If you want to save him you will have to start doing a lot of water changes on his tank for the next while till it clears and I'd also treat him with a hole in the head treatment (whatever is available in your area). The remedies get costly and i would juat administer them for a few durations. Water changes are the main requirement to fix this and it takes time but I PROMISE it will clear. Also once a cichlid gets hole in the head they are more susceptible to it for the remainder of their life. So.. u gotta keep up consistant regular water changes afterwards or it will come back. Also I'd treat the white growth as others have mentioned. Its also related to the high nitrates but may end up being more of a pain to get rid of than the HITH. Ya never know. Good luck!
