If you have room where you live, you could always buy some kind of cattle trough to house them. They're inexpensive (compared to equally sized tanks) and will last you until you build some kind of plywood tank. I recommend a plywood because most people, myself included, cannot afford either a glass or an acrylic tank of the size needed by a Pacu, nevermind two Pacus.
Gempler's has 400 gallon troughs, with 6.5' diameters and 2' height, for about $350. With shipping, it'll come to around $420 (although the reason I ordered online was that there aren't any kind of farm supply stores around here... if there are some near you, take advantage).
It might be more practical to get rid of the fish (or like my mom keeps saying, "One day you'll come home and find your Pacu in the pot."), but I know just how much personality they have, and how attached you can get to them. But if you don't have the room, then I recommend you rehome them (or humanely euthanize and nom nom nom them).

No don't worry, he didn't mean ALL catfish, there are many species that stay small. My favorite? Cory catfish!
