I have a tiger and an ornate both together when shes out the oscar will pick on her a bit but as long as you provide plenty of hiding spots for the ornate and makes sure that the ornate is at least as big if not larger than the oscar it should be fine.
Also note that most bichirs are more active during the night any how so since the oscar being a diurnal species, the oscars should be in suspended animation by the time the bichir comes out.
