I've had an oily residue on my tanks surface despite over filtration and good water parameters... turns out the cheaper brand of pellets contain too much oil, also frozen foods like bloodworm and brineshrimp are oily but can be rinsed thru tap water with no loss of nutrition.

I think one of your pump motors is leaking oil. Take them off the system and run them individually in a separate container. After about five or ten minutes, turn it off and check for oil.
