could i just not supply them with caves?
also, Firemouth...i really like them, could I also not give em breeding caves?
Bolivian Rams are readily available here, I'd really like to go with Cichlids.
How 'bout Melanochromis auratus? Readily available African Cichlid. Thing is, I'm not sure how to regulate params to house Africans...?

Ask the store what ph and hardness levels they keep their africans, probably same as their ca/sa's. Fish will breed no matter what. Just like humans don't need a bed to make babies, cichlid don't need a cave. If you want to try the Mel. aur. go for it.

But I heard they like "toys." I found a very used bioball on the lfs floor, could I float it in the tank with some lengths of fishing line hnging down for them to play with?

you could, but chances are they will ignore it. "Toys" are mostly used for large cichlids kept alone.
also the LFS only has female Melanochromis auratus, could i get 2 along with 2 Spotted Rafaels and 1 Clown Plec?
You may run into some aggression issues there in the small tank. From what I remember, auratus tend to do better and in larger goups, 1 male several females, rather than just a couple of fish.
that's the problem with going with auratus, they will present aggression problems and have to be watchful of that more than with some of the other options
