Considered endangered or protected status. Wild numders dwindle, so the feds add them to the list.

Even though they could be captive bred, it is possible that they could be illegaly removed from the wild.

A ban lessens the chance of consumers being sold wild caught fish by dishonest sellers with forged breeding papers. (at least in the US)
 
Good question. The red and golden asian arowana have been illegal in the united states since about 1975 at the time they were placed on CITES I. (an international org. in charge of the management of low poulation and endangered species. Their status has changed back and forth from CITES I to CITES II over the years. I think it is currently I. Anyway it is because CITES believes them to be an endangered species. However over the years this has been subject to debate there are many very successful red and golden arowana farm in asia. They are a very hardy farm raised species. However, one of the concerns is the demand for these fish in the united states would lead to "shady" unethical farming techniques and ultimately hurt the species. You can visit the CITES website. There is a great picture of a juliens golden carp on that site a magnificent fish not as fortunate as the arowana in regards to a comeback
