Effectively all the bacteria are in the filter media, so as long as that moves with the fish it should instantly cycle. I have done this multiple times without issues. In addition, as previously stated the larger volume means that any imbalance that may be there will be much more diluted. I agree though, Prime is the best dechlor to use anyways, and it can also be valuable if any ammonia or nitrite arise (a water change being even better).

Generally this is true, but not with the poor design of the topfin 60 filter. As KaiserSousay stated the bulk of BB is going to be on the surfaces within the 55g tank.
 
I moved my jag yesterday and put as much decor as I could from the 55 to the 120 and I also put the HOB on the front of the tank for know. My jag seems to be doing fine and the amonia levels are good. He is definately much happier in a bigger tank. Thanks for all the Help everyone.
 
I wouldn't say that it is so bad that it won't host bacteria. There is still more flow there than anywhere else in the tank making it a better environment for the bacteria than anywhere else. Obviously this doesn't mean that the rest of the tank is sterile in any way, but I still think effectively all the bacteria will be in the media.
